August 28 BOARD STUDY SESSION: Measure B BOND UPDATE
COO/Associate Superintendent Glenn Evans introduced Devon Conway from Verde Designs, Inc., the consultant hired last spring to perform visual programming of our five high schools’ outdoor athletic and physical education facilities renovation possibilities. Conway’s presentation included roles and responsibilities of the District, the five high schools, and Verde Design; scope of projects to be considered/decided (to be aligned with District standards with budget of $40 million for all five sites); design process; and project schedule with construction beginning at one or more sites in June 2009. .Each site would be under construction for about one year. Evans reported: District’s first bond sale of $80 million closed today and the funds are in the account. Master planning for each site is underway and will include a facilities assessment study, site and community meetings to determine other needs and priorities, development of District standards to guide project scope, reliable estimates of time/cost for each project, and legal and environmental issue identification. Goal is to have the first draft of the Master Plan competed by April. Evans also emphasized communication strategies to be used to keep our community informed of Measure B expenditures including use of the District’s website, site signage, news stories in local newspapers and the Citizens’ Oversight Committee.
August COO/Associate Superintendent Glenn Evans announced that the District recieved an AA2 Bond Rating from Moodys - highest rating they give K-12 districts in the state, and a AA+ Bond Rating from Standards & Poors - highest rating they award a district.
June 4, 2008 Measure B, a 66% voter-approved $198 million school facilities bond, passed that will provide funds needed to continue to renovate and modernize Cupertino, Fremont, Homestead, Lynbrook, and Monta Vista High Schools. Funds will be used to:
    • Create a dedicated Technology Fund that will allow the district to upgrade and maintain classroom
       computers and related technology;
    • Build new science labs;
    • Construct the new classrooms needed to avoid overcrowding;
    • Replace aging heating, lighting, plumbing and electrical systems;
    • Improve energy efficiency at each high school;
    • Create classrooms/labs designed for career and technical education classes that supplement traditional
       college preparatory courses;
    • Upgrade and improve athletic facilities and fields;
    • Improve campus safety and security;
    • Upgrade and improve emergency communications systems; and
    • Add solar power and make the dollars now spent on utility bills available to support classroom programs
