December 9th Board Organizational Meeting
Board Members Nancy A. Newton, Homer H.C. Tong, and Hung Wei were the only persons to file a Declaration of Candidacy for the three Governing Board Member positions in the November 2008 elections. Pursuant to Education Code 5328.5, the election was not held and the persons who filed a Declaration of Candidacy were seated at the Organizational Meeting of the Governing Board as if elected. The Oath of Office was administered to:
                    NANCY A. NEWTON by Honorable Liz Kniss, Santa Clara County Supervisor
                                   HOMER H.C. TONG by Honorable Tak Takei, Retired Judge
                                                     HUNG WEI by Superintendent Polly Bove
Superintendent Bove also administered the oath to newly elected Board President Homer Tong. Other officers include: Vice President Bill Wilson and Clerk Barbara Nunes. Outgoing President Nancy Newton was recognized by Superintendent Bove for her extraordinary gift of time and passion that she has given for 21 years as a Board Member to the students and staff in the District — and she has perfect attendance during all 21 years. Bove also thanked her for the valued leadership and guidance she provided this past year.

BOARD REPORT for Board of Trustees Meeting December 9, 2008

STUDY SESSION: 2008-2009 First Interim Budget Report
Chief Business Officer/Associate Superintendent Christine Mallery reviewed current revenue and expenditure assumptions for the District as of October 31, 2008. She was assisted by Coordinator of Business Services Jason Crutchfield and Controller Ngan Le-Shanahan. The District’s multi-year projections for 2008-09 to 2010-11 show 4% property tax revenue growth which just covers step and column pay increases and ongoing annual operating cost increases. The District’s reserve is holding at 5%. Mallery confirmed the State budget forecast looks very grim with possible mid-year cuts totaling over $1.9 million. On December 1, Governor Schwarzenegger declared a fiscal emergency for the State of California, allowing him to call a Proposition 58 legislative special session to address this emergency. The Governor announced that the budget deficit is now $14.8 billion and growing.

ANNUAL ORGANIZATIONAL MEETING
Board of Trustees elected officers for 2009— See District Bulletin
Board appointed Representatives for 2009: Barbara Nunes, North County Regional Occupational Program (NCROP) Executive Council; Bill Wilson, representative to Institute of Computer Technology Board (through final audit); Homer Tong, Board Representative to vote in the 2009 election for members of the Santa Clara County Committee on School District Organization; Nancy Newton, Board Representative to the Santa Clara County School Boards Association Executive Board; Hung Wei, Representative to the Fremont Union High Schools Foundation; Hung Wei and Barbara Nunes, to serve on the District’s Audit Committee; and Superintendent Polly Bove, Secretary to the Board of Trustees.

COMMUNICATIONS
Pam Coppel, President of the California School Employees Association (CSEA), Chapter 237, announced that the election for the new CSEA president today resulted in a tie; a runoff election is scheduled for next Wednesday. Joe Kelly, FEA President, congratulated all staff that participated in the districtwide Dodgeball Tournament and acknowledged the dominance by Homestead High School in winning the Mens, Womens, and Over 40 Divisions and Monta Vista High School for winning the Co-Ed Division. He also congratulated the Homestead High School Girls Volleyball Team on its NorCal title.

SUPERINTENDENT’S REPORT
Superintendent Bove congratulated the Homestead High School Girls Volleyball Team and Coaches as State Champions Northern California Division I. • Director of Educational Options Trudy Gross acknowledged the District’s successful collaboration with the North County Children’s Health Initiative. Staff helps make sure families are enrolled in our area and has developed a referral list of doctors to give to families. • Academic Deputy Superintendent Kate Jamentz announced that the District will participate in state required Categorical Program Monitoring (CPM) review on January 14-16, 2009. CPM is a combination of data and document review and onsite visits for compliance with categorical program regulations and fiscal requirements.

      • Approved the Lynbrook High School Plan
      • Certified that the Fremont Union High School District will be able to meet its Financial
         Obligations for the Current Fiscal Year and subsequent Two Fiscal Years
      • Adopted Resolution #089-06 Authorizing Budget Increases and Transfers between Major
         Accounts to Balance the Budget as necessary at 1st Interim – Fiscal Year 2008-2009
      • Approved the 2009-2010 Budget Calendar
